I would first like to commend all my Brothers and Sisters who are remaining strong in this our thrust for REPARATIONS NOW IN OUR LIFETIME! Our Captors would want nothing more than for us to give up and become complacent and tire of our plight for justice. All we need do is get even more people involved in this fight for THE DEBT, i.e., Reparations for Descendants of Slaves.

I beg your pardon if your article is not posted in this edition of the RepNow Newsletter. After collecting a great number of articles onto a diskette, I was unable to open the file. My only alternative was to go back into all my old E-mails that remained and collect what I could. Serves me right for using generic diskettes!!! However, that doesn’t mean that this edition falls short, because it doesn’t…

Since September 11, we’ve heard a lot about freedom, patriotism, and “God Bless America.” We’ve also heard about “terrorism and evil,” and a whole lot of propaganda. Unfortunately, we have heard absolutely NOTHING positive regarding the needs of Black Peoples in the United States, in other parts of the world, or in Africa. It’s as if we and our predicament disappeared into oblivion.

The constant focus is on White America and the needs of Israelis. And we wonder why foreigners hate Americans and White Jews. With their rhetoric and arrogance, Americans make other Europeans feel inferior as they boast about being the greatest country in the world, ad nauseam and how America must be protected. Uh…what about the other Nations on this planet, Mr. Uncle Sam H. America? And why should Nations protect Americans and Israelis when these people couldn’t care less about others? Let the blame for injustice and race hatred fall on the right peoples.

GOD BLESS AMERICA, WHITE JEWS, AND ALL NATIONS WITH JUSTICE…for its participation in the TransAtlantic Slave Trade, for forced migration of defenseless peoples, for ethnic cleansing, for racism and discrimination, and for gross human rights violations unto this day. May GOD bless America and White Jews for deceiving the whole world about the TRUTH of the matter!

When White Folks make the news, in their desperation they call on GOD. But they forget the meaning of compassion for human beings who are of a different hue. Their child is lost, and the entire nation gets involved in a recovery effort. Their child is deathly ill, and they want to know, “Why is this happening to me?” Well, I’ll tell you why!!!

OPEN LETTER TO THE DESCENDANTS OF THE SLAVE MASTERS

YOU, WHITE PEOPLE for far too long controlled, abused, and repressed Slaves and their Descendants without mercy. And you have the audacity to believe that the so-called god that you created is real and able to save and keep you from all evil. Your blond and blue-eyed god hasn’t helped you and much less Black Folks. And what seems more real than not is that (for you) the handwriting is on the wall. The terrorist attack of September 11, raised many an eyebrow. In addition to that, your forests are burning down to the ground with hundreds of your homes in the process. Your land and waters are polluted. Your people are dying from all manner of diseases, destruction, storms, earthquakes, etc., etc. Your government is not stable; there is ruler against ruler. Your government lacks morals and compassion, and your economical, political, and social systems are replete with corruption, fraud, and scandal. And let’s not fool ourselves. There is no “UNDER GOD WE TRUST” or “JUSTICE FOR ALL” no matter where you etch, engrave, or write these words.

These days, due to your manipulating the affairs of foreign countries, you’re hated of all nations, and you have Third World nations wishing for your demise. All of which you have brought upon yourself, and if you can find one honest bone in you, you will admit it. You should have extended your hand and OUR tax dollars in absolute sincerity rather than for manipulative means. And now you are wondering why all this is happening to you.

Well, take one good look around your country and see what you have done to the Native Americans and to the Descendants of Slaves. Pay to go see how they live on Reservations and in Ghettoes like you paid to go see “Ground Zero.” And you had and still have the audacity to think that the god you created during the Roman Empire was real and put you on TOP OF THE WORLD with carte blanche to treat Slaves out of Africa with utmost hatred and oppression. Let the TRUTH all hang out! And let the True and the Living GOD reveal HIMSELF to you until Reparations are paid and until justice is served.

My suggestion is that you pay The DEBT and make amends. Although no amount of money can correct the wrongs YOU have done to these defenseless peoples, you can give us our FREEDOM and Reparations to establish better lives for ourselves, be it in friendly countries or wherever. Give us the opportunity to pursue a happiness of our choosing. Or, continue to let the All-Mighty GOD let justice be served for these barbaric crimes against humanity.

REPARATIONS NOW IN OUR LIFETIME is the right thing to do. And to ignore the atrocities Blacks endure and to continue to deny us Reparations would not be advisable given the present state of America. YOU WHITE FOLKS are paying for what you’ve done, and you don’t yet know it.

And this brings to mind the current article in the Time Magazine (July 1, 2002: THE BIBLE & THE APOCALYPSE - Why more Americans are reading and talking about THE END OF THE WORLD) O’ it’s the end of the world (so to speak) all right. But more accurately, it’s the beginning of the end of this present world system. And by the way, the events of the Book of Revelation are as fabricated as your story about the so-called Virgin Birth. If you want to know about the end of time, then find out from a genuine descendant of the Children of Israel (and not a Jewish Convert), the people to whom the ONE True and Living GOD reveals information. In the interim consider what thus saith the LORD: “I have long time holden my peace; I have been still, and refrained myself: now will I cry like a travailing woman; I will destroy and devour at once” (Isaiah 42:14). Then again, maybe you can call it “The End of the World” - your cruel, cruel world!

THIS IS NOT ABOUT HATE!!! THIS IS ABOUT ENDING OUR SORROWS! THIS IS ABOUT REPARATIONS, MY PEOPLE’S FREEDOM, OUR RIGHT TO SELF DETERMINATION, OUR RIGHT TO WORSHIP FREELY, OUR RIGHT TO HUMAN RIGHTS, AND OUR RIGHT TO LEAVE THE LANDS OF OUR CAPTIVITY IF THIS IS OUR DESIRE. THIS IS ABOUT OUR HOPES AND DREAMS TO MAKE BETTER LIVES FOR OURSELVES AND FOR OUR PROGENY.

We’re hurting, we despair, and we suffer untold depravity, impoverishment, and heartache and your hands because of the way we are compelled to live. We are constantly reminded that we are Black. We know this, and we know our history. We are who we are, and we cannot change it nor do we wish to do so. Therefore, we take pride in our Blackness and difference and only desire to enjoy better lives and prosper in integrity and fairness, and live in GOD’s Peace. Let the FBI, the CIA, and whatsoever organizations know that although we are Black, we are HUMAN BEINGS.

Better for you to do a little soul searching than to condemn the GOD’s Truth!

INTERNATIONAL BLACK UNITED FRONT

Here's a proposal to all of the "Pan-African" big guns out there (some of whom I know are on some of the lists I'm sending this to).

An "International Black United Front" (IBUF) organization much like the National Black United Front of the states only the IBUF organization would be an international organization composed of NBUFs formed around the globe. If this organization already exists, and I simply haven't heard of it, someone please inform me of it.

Post the link to the website for all of us. If it doesn't exist, I propose that those with the heart, knowledge, and experience, consider bringing it into being. Whether we're supporting reparations or laying down plans to lift ourselves up, an IBUF is needed for organizing our present and future international efforts.

INTERNATIONAL BLACK UNITED FRONT

I think that the big international conference coming up in Barbados in October is about creating an international Black united front. This conference is the outgrowth of several years worth of meetings and dialogs between Africans from the continent and the Diaspora. These encounters were focused on creating a united front for the 2001 UN World Conference Against Racism that was held in Durban, South African this past August and September.

History was made there: this was the largest united gathering of African peoples from thruout the world since the Garvey Movement (i.e. the United Negro Improvement Association- UNIA of the 1930's).

The forcefulness of this united group did not go unnoticed by the Imperialist powers and their colored underlings: they are working around the clock at this very moment trying to undermine our powerful Reparations dynamic. But, like a loaded giant truck speeding downhill without brakes... there ain't no stoppin' us now? as long as we reamin building the united front that has already begun!

Hope to see you in Barbados in October!

N’COBRA KEEPS REPARATIONS IN THE FOREFRONT

June 22, 2002

The Philadelphia Chapter of the National Coalition of Blacks For Reparations In America and A Year of Black Presence Community Forum held the third in a series of town meetings last Tuesday evening at historic Berean Institute in North Philadelphia to talk about a topic near and dear to their hearts Reparations.

The jammed gymnasium audience listened attentively to a lecture by Dr. Clarence J. Munford Professor Emeritus of Black Studies and History at the University of Guelph in Ontario Canada to speak about the horrors of slavery and the psycho-pathology of the European slavers as well as the trauma of post slavery American apartheid.

Dr. Munford the author of Race and Reparations and Race and Civilization laid out the basis for the claims for restitution, indemnification and reparations. 'This backdrop called slavery is not something remote and neutral. It was a whole tissue of atrocities" Explained Munford. "Reparations is not an end, it is a means to an end. We have to have a vision of a transformation, a transformed status for ourselves in that society." Munford shared how he traveled to Nigeria after earning his Ph.D. to gain an understanding of the motherland and get a feeling of the traumas incurred during the African holocaust. From there he traveled to Europe, the West Indies and throughout the US conducting an extensive archival study over twenty years to see for himself what our ancestors underwent and experienced. The lecture was a part of an ongoing series to promote the passage of HR 40 the Congressional resolution calling for a federally sanctioned commission to study reparations.

Milton McGriff the AYBP Coordinator explained the focus and thrust of the program. "The mission we established for A Year of Black Presence is to get HR 40 out of committee and into a hearing and get it passed. AS Dr. Clarence Munford said earlier it is not a Reparations bill it's a study bill. But we feel if there is no discussion there is no restitution so that is the start. Then the work begins for us to influence the commission so they can only come out with one answer and
that requires us doing our homework now, thrashing out the questions between ourselves now and being ready when we get that bill passed. Our mission is to get that bill passed so we can begin the dialogue."

McGriff was ecstatic at the turn out, enthusiasm and participation for the lecture and the question and answer period." I was really pleased to see a crowd this size tonight. We stole this idea from our DC Chapter of having community forums because what we do are two things: we're building abase the letters (to the US Congress Judiciary Committee) are more important to us than they are to the judiciary committee, we want them to know but we don't expect them to respond to that. But we're trying to build a base, and we're trying to find people who are informed who can get people to thinking, working, talking and studying.

This is going to continue until we get HR 40 passed. People look at the year of Black Presence Coalition but its not about being a year. We took the term from Randal Robinson's book, in fact it's a tactical strategy that we may end up changing. A Year of Black Presence will take as long as it takes and I know it's going to take more than a year. We're in this for the long haul."

A Year of Black Presence is part of N'COBRA’s community based grassroots initiative to galvanize, educate and mobilize people to support HR 40. The regular monthly N'COBRA meetings are held the first Tuesday of every month at the UNIA building 16th and Cecil B. Moore Avenue at 6:30 PM.

REPARATIONS: AS AMERICAN AS APPLE PIE!!!

I have a new argument for Reparations!! I thought we could get families involved by getting children to write letters to the president and their Congress people. What do you think? My niece and I are writing president Bush now. Here is what I wrote about the new argument:

Reparations: As American As Apple Pie!!

For anyone who has a true vision of what America should really be about, Reparations are as American as apple pie. The vision of what America should be must include an America free of racism, free of intolerance, free of hatred, free of injustice, free of inequality and free of people who promote such things, especially in high office. If America is to live up to being a place where all men are created equal and where people can truly go after life, liberty, and the pursuit of happiness, then reparations Must be part of the equation.

Reparations for African Americans must be part of the equation because Reparations are about healing what was damaged. Three hundred years of slavery, the African American Holocaust, the hanging of African Americans, the rapes, beatings, burnings, discrimination, murder and other mistreatment. Should these things be part of America and shouldn't a true, free and just America par restitution for its past wrongs?

Native Americans now have land and gambling casinos to bring in revenue, Japanese Americans were given payment after many of them were interred in prison camps during W.W.II. It is only right that America, which benefited greatly and continues to benefit from the African American Holocaust, also pay restitution for that.

This restitution, in my opinion, should and could take the form of building foundations for African Americans run by progressive Black people; educational grants, especially to attend historically Black colleges and Universities; monuments to commemorate the Black struggle especially the African American holocaust; full employment and employment training; and systemic changes in the system to alleviate all vestiges of racism and discrimination.

There should also be goals of forgiving the debt to African countries and making U.S. foreign policy less hegemonic and more humane. There should be goals of ending world poverty because U.S. policy is largely what has caused such poverty. It should be a National goal to bring Black wealth up from its present rate of 1 and a half % of U.S. wealth to about 12 to 15 percent of the wealth. This would be equal to the percentage of Blacks in the U.S. Whites can no longer control 87% of the nation's wealth. There are many other aspects that I have not mentioned that must be included.

OPTIONAL REPARATIONS

I've just tossed away another losing lottery ticket. This one would have fetched the tidy pretax annuitized sum of $80 million. When the jackpot builds up once more, I'll probably try it again.

I'm trying to make it clear, before I start to talk about reparations for slavery, that I'm not above developing an interest in money I didn't earn. If the group headed by Charles Ogletree, the Harvard law professor, can get me a few mil as compensation for the fact that my great-grandparents (and many generations of their ancestors) made unrequited contributions to the development of the country, I'll take it.

So why have I hesitated to become a full-fledged advocate of reparations? In part, I suppose, because I have no way of figuring out -- even of thinking about -- what the American people owe me for my grandparents' unpaid labor. Or my parents' undercompensated labor. Or the jobs I couldn't get, or the income I was denied based in large measure on race.

The whole reparations idea starts to sound like an appeal to national guilt, but an appeal that requires me to assume the victim's role. That's one hand. Here's the other: There are problems that black Americans suffer that have their deep roots in slavery and racism. It doesn't seem reasonable that the thing to do about this legacy is . . . nothing.

Which is why I'm glad I ran into James P. Comer the other day. The Yale University professor of psychiatry and extraordinarily successful public school reformer was at North Carolina State University, where the two of us were among the school's commencement honorees, when I broached the subject of reparations.

It's something he's thought about.

"My feeling is that we need an approach that is fair to everybody -- that allows the larger society to get off its unproductive guilt-and-defense response and that allows African Americans not to feel victimized, while at the same time making it possible to address the problem that was created by the conditions of slavery.

"The problem manifests itself in underachievement and underpreparation in all the things that require high levels of development, and overrepresentation in such things as criminal activity and dependency. This is largely the aftermath of slavery, the failure of African Americans to have access to the same political and economic situation as everybody else when everybody else had it."

And what would he do about it now? He would enact legislation to allow black taxpayers to direct up to 95 percent of their federal income taxes directly to a series of foundations set up specifically to help those blacks who have been most hurt by slavery and its legacy. These black-run foundations would have two main focuses: educating young people for work, family life and citizenship, and promoting economic development and economic access for the rest of us.

Here, as they used to say, is the beauty part. The proposal wouldn't take any money out of the economy, but merely redirect it. And, says Comer, "It would be in the interest of all of America. It's important to the health of the entire society not to have another generation of non-mainstream and nonproductive -- even counterproductive – African Americans. It simply costs too much, economically, socially and civically."

One problem with his proposal would involve choosing which foundations and which leaders would become custodians of black America's redirected taxes. Comer says it is the sort of problem private foundations deal with all the time. "We'd have to have the same sort of process -- very careful selection of directors and officers, a careful development of a set of criteria based on the understanding that the purpose is to bring our people into the mainstream of society. It would be important to pick people who have a track record for solid work in this area -- perhaps people who head similar organizations right now."

There might also be the logistical problem of determining which taxpayers would qualify to have their income taxes diverted. Perhaps the way around that would be to make the matter voluntary and nonracial. That is, any taxpayer could designate up to 95 percent of his or her taxes for the foundations. Presumably almost all African Americans would so designate, but a great many others might as well.

Comer may not have a perfect proposal, but I'd love to hear it discussed.

A CALL TO THE BARBADOS CONFERENCE 9^th – 13^th AUGUST 2002

CONGRESS AGAINST RACISM (BARBADOS) INC.

The Caribbean caucus, which includes Barbados accepted the proposal for an immediate follow-up to Durban. It is with this understanding of our duty therefore that the Congress Against Racism (Barbados) Inc., (formerly the Barbados N.G.O Committee For The U.N. World Conference Against Racism) on behalf of the Caribbean Caucus hereby sends out a call to all member organizations of the "African And African descendants Caucus" and to all other African and African Descendant N.G.O’s that share our commitment to the Durban Declaration And Programme Of Action, to attend an "African And African Descendant N.G.O. Follow-up Conference" in the Island of Barbados between Friday 9th and Wednesday 13th August 2002.

The Millions for Reparations March, Protest, and Demonstration demanding reparations from the United States Government will be held in its Capital City, Washington, D.C. on August 17, 2002. This date, August 17th, is significant because it marks the 115th anniversary of the birth of one of our great ancestors and leaders, the Honorable Marcus Garvey.

The call for this march by the Durban 400 is picking up steam in the African Community throughout America. Thousands of African people in America are beginning to get prepared to participate in the march and are actively mobilizing to encourage our people to be present and accounted for in Washington, D.C. on August 17, 2002.

THE MISDIRECTED BLACK AFRICAN

June 3, 2002

I have given much thought through meditation about the ills of the Black Afrikan Nation and about us as individuals. And what I saw in my state of meditation was not too encouraging, my brothers and sisters.

My dear beloved, we the Afrikan is in a very pitiful and confusing state of mind and from such confusion prevent us from viewing ourselves in a picture of reality and truth. We have been so abused to the point that collectivism, group dynamics, family structure, Nationalism, Oneness as a Race and unity as a Black Afrikan Nation, have no meaning to us. Those dynamics have not our respect, and we operate on the realm of a people who have lost their way in this world, and in being lost and misdirected, prevents us from knowing with understanding the true meaning of Life, God, and Universe.

Being with the lack of those intellectual Spiritual Jewels, the Afrikan and Afrika suffer to an unholy end. Let us look at what has caused and is causing our misdirection as I speak. The Black Afrikan refuse to accept the fact that there are forces that have totally rejected the Black Nation as having a right to be part of this modern civilization and we refuse to accept the fact that there are some Nations who totally despise us because we are Black and all of the love and compassion we send their way will not change their behavior toward us.

We forget that Evil is beyond conversion, and that it is a part of the fabric of this world. It is that Evil that has inferred with the thought process of the Black Afrikan Nation, and it is that interference that has us acting as we do today. That action we express is of self hatred - an embracing dislike for our Black self. Now many of us will attempt to waste Time in trying to refute that which is evident about us and the evidence of my accuracy about what I am telling you. The present state of our mental condition is to cause us to try and get that which is Evil toward us to love us. We pretend to think that the way to do so is to pretend that there is no meaningful significance in the Difference of the Races that makes up this world. Again such is a sign of our misdirection of thought, caused by the Evil that we allow to haunt us.

Any Black Woman or Man who set out to make a statement that the pigment of the Black skin that cover us in this world is insignificance, is a liar and can not be trusted by that Blackness which is being denied and yet we spend billions of dollars in trying to deny that which we are and it is that action which shine up our misdirection about ourselves.

The Black Afrikan claim that we want to live a respectful, healthy, decent, honest and holy life but yet we do not desire to do what is required of us to live such a harmonious life. Those principles will not be achieve by the Black Afrikan until we are ready to:

1. Accept our Blackness and the value thereof.

2. Accept the fact that our mind has been tampered with by Evil forces.

3. Accept the fact that the Black Afrikan Divisiveness along tribal and boundary lines is not natural.

4. Accept the fact that there is one Afrikan Nation that has been dissected by Evil forces to the point that it serve to the detriment of the Nation itself.

5. Accept the fact that the Black Afrikan operate on a profane level of life as it is dictated by those Evil forces of whom we take delight in trying to imitate.

6. Accept the fact that regardless of how we try and justify our behavior which fall within the paradigm of our oppressors, which we feel will one day elevate us to a level of respectability from them to us, will not happen.

7. Accept the fact that the energy we exert in the name of the various organizations we affix ourselves to is really not in the interest of Afrika Emancipation but is much about our own selfish impulsion for notoriety superficial power, control and influence and not to further the cause for Afrika independence but for token advancement so we can call it progress, which fan the flame of our misdirection.

8. Accept the fact that freedom and respect is not given but is won by those
who honestly desire it.

9. Accept the fact that the mentality we have about each other and our little click groups, one against the other only serve the ego of that group to the detriment of all the groups that operate in such a posture.

10. Accept the fact that unless we reclaim our own mentality and assert ourselves into our own Soulful - Spirituality we live our life only at the pleasure of those Evil forces under whose control we now live.

12. Accept the fact that america holds no promise of Racial value that benefit the Black Afrikan in america and that Reparation / Repatriation square with the universal Law of opposites and that one is meaningless without the other.

13. Accept the fact to make no distinction of our ethnic identify, removes its value, which leave to mean that anybody or anything is allowed to make claim to our Afrakaninity, which is why I proudly draw a distinction, for there is only one Afrikan, the Black Afrikan, which is the badge that separate us from all other ethnicity's, there must have been a reason for such clear distinction.

In order to change our course of direction we must learn to define ourselves correctly, become self aware and begin to move as One Black Afrikan Nation in pursuit of our Soul identity, our true relationship to God, Universe and Being and a One United States Of Afrika, with a desire to do what ever is necessary to make it so.

Therefore I submit to you, those of you who are willing to rise above our little petty differences and is wise enough to see the relevancy in engaging in a unified effort to bring freedom, Justice and independence to a misdirected Black Afrikan Nation, we the Sankofa Reclamation Black People Movement invite you to come join us in Detroit on July 19, 20, 21, so that we can begin to change our direction from the way we have been moving since the Evil that bind us first laid their eyes upon our Black selves.

It is not by age as we believe that many people are, but by wisdom, the power to see beyond and the ability to think deeply on every matter. If that is the criteria then I think I fu\it perfectly into that helm. But meanwhile I will sit down and look.

At times when we talk to most Africans, talking to deaf, dumb could yield faster results. While trying to appreciate the fact that this could be as a result of systematic dehumanization meted on the race and its people, one should think that by now gradually we should be awakening. But reverse is the case, the more we try to enlighten, the more confused the minds become. And there is this feeling of I can do it so why is he in charge which is one of the reasons for many crisis we have at home, abroad and among us as individual.

What am I saying, it gets to the annoyance point at times when you see the problems the continent is facing, the people is facing in all walks of life, then laughing as all is well, know no evil, talk no evil, see no evil but laugh, gyrate, celebrate, take enemies home, open the door, waiting for marauders to heal the wounds they created.

I am getting tired not of idea but of people that are not ready to see that they are suffering.

INTERESTING INFORMATION OF SIGNIFICANCE AND FYI:

SADA agrees and says "Africa is for those at home and those abroad". SADA also says that all animals when released after capture, fly back where they came from. If all animals including human beings understand "SANKOFA," why is it that some of us, the descendants of Africa who were brought here by force cannot go home now that Africa is free? The last slave colony SOUTH AFRICA was freed in 1994 and we the descendants of Africa have been freed since 1863. Why can't we go home?

Willie Lynch? What is willie lynch? What the master has done will keep us in bondage for foreseeable years to come. Our major problem is that we have not started to learn from our captors. We are so busy seeking reparation from him that we do not even realize that thousands of some of us are now gradually trickling "SANKOFA" back to Africa, because we cannot start to pull our minds together to build a social organization to help our youth understand the plight of the African people world wide. We are in fact selfish. We think we have got it made here in the USA.

Why is it that we do not read anything about Africans in America organizing themselves into a social force. I am yet to hear any of the so-called intellectuals pontificating about Africans forming an organization.

All the millions of books that are exploiting us by appealing to our blackness and our history and are selling tons of books, none suggest what to do. Don't you think money is the primary consideration for such eminent books coming out of brains that can be used to form social organizations to make us feel like we are one. It is a shame in fact to read about these books that were started from the "Life and Times of Frederick Douglass", an African who no other African can excel in terms of the usages of the master's language and his ability to think on his feet, just like Ali. Yes we have men and women who can organize us but rather they choose to write books:

CONTROVERSIAL SLAVERY MONUMENT CLEARS HURDLE

SAVANNAH, Ga. (AP) - Black leaders cleared an important hurdle in their long-running effort to put up a slavery monument that has been at the center of a heated dispute because of a graphic quote by writer Maya Angelou.

The Savannah City Council on Thursday unanimously approved an amended inscription for the monument, a bronze statue of a black family with broken chains at their feet that will stand near the site where the first slaves came to Georgia.

Though city officials approved the statue last year, Mayor Floyd Adams and others cringed at black leaders' insistence on using the Angelou quote.

It reads:

``We were stolen, sold and bought together from the African continent. We got on the slave ships together. We lay back to belly in the holds of the slave ships in each others' excrement and urine together, sometimes died together, and our lifeless bodies thrown overboard together.''

In a January letter to the monument's planning committee, Angelou proposed an upbeat coda: ``Today, we are standing up together, with faith and even some joy . . . "

Some city officials had worried that the original quote standing by itself might be too graphic for public display on Savannah's cobblestone riverfront, one of the most popular tourist spots in Savannah. Black leaders say the stalemate over the quotation slowed their ability to raise money for the monument, which will cost up to $750,000.

``It's extremely important because now those who have not been contributing money and were worried the city might renege on the location know these hurdles have been removed,'' said the Rev. Thurmond N. Tillman, one of the monument's boosters.

Angelou, author of ``I Know Why The Caged Bird Sings,'' said last year she understood why city officials were hesitant to approve her quotation.

``The picture of it, it's so horrible. And yet if we can see how horrible it is, then we might treat each other a little nicer,'' she told The Associated Press in February 2001.

City Alderman David Jones, who had previously asked for an uplifting sentence to end the quote, praised Angelou ``for taking her time out.... to make the changes we asked for.''

Angelou's letter offered the monument's organizers permission to use the revised quote ``under the condition that neither the quote nor my name be used for any purpose other than to appear on the monument.''

The passage has never appeared in published form, but Angelou has said that she's used it often in lectures.

Black leaders plan to unveil the monument July 27.

These are indeed interesting and fascinating times. Understanding what is going on in our lives, our communities and the world requires we be observant, vigilant and diligent and that we think for ourselves.

We cannot depend upon the corporate owned mass media for the truth or to provide the real deal about what is going on around us. The mass media is nothing but a propaganda tool for the ruling elites who cunningly conduct their mischief behind the veneer of a democratic free and open society. As Africans in AmeriKKKa we, of all people, should know the media lies, they out and out lie! We also know the government lies. Uncle Sam has condoned, sanctioned and initiated some of the most egregious human rights violations the world has ever seen, much of which has been aimed at us for three hundred eighty-three years, even before there was a United States of America.

As a result we have had to rely on our ingenuity, resourcefulness and guile to glean information and figure ways to survive amidst psychopaths who in their madness are actively conspiring to enslave the whole world; while disingenuously voicing words such as freedom and democracy.

The events of September 11th have literally altered the world. Immediately following the so called "terrorist attacks", President Bush negated all calls for deliberation and dissent by framing the options as "you are either with us or you are against us" as he bum rushed his war agenda through Congress. Now we discover Bush had foreknowledge of the impending attacks. What does this mean for us and what are the implications for the Bush presidency? His PR people, his spin doctors and administration aids like wild woman Condoleeza Rice are furiously attempting to conduct damage control to minimize the revelations and cut off any serious investigations by the Congress.

Once the story broke Bush was briefed by the FBI, the administration employed reverse psychology and stated predicting wholesale unspecified future terrorist attacks by un-named terrorists. Current and former Intelligence experts were wheeled out to say in effect, "we knew something was up but we didn't have the capacity or co-operation to 'connect the dots'." Okay maybe some of the AmeriKKKan public will go for that okey-doke, but not everyone. Some will continue to ask the hard questions like, why is the FBI being made the lone scapegoat in this by the media? The FBI theoretically is an investigative and surveillance law enforcement agency, not an intelligence organization. Notwithstanding the fact black folks know full well the FBI has been used to squash dissent, terrorize, frame and otherwise neutralize our people beginning with Marcus Garvey and his UNIA movement, for the most part it's overall role and responsibility is "law enforcement". Where was the National Security Agency, the largest of all the intelligence gathering agencies, the high tech super-secret spy
organization which has the capabilities to globally tap telephones, monitor E-mail, fax machines, radio and television transmissions using their super sophisticated Echelon spy system, in this fiasco. How did they drop the ball on something like this? How and why have they avoided mentioned by the media in any of this? Will they be investigated about what, when and how much they knew? If not, why not? What about military intelligence, the Defense Intelligence Agency (DIA) or the Immigration and Nationalization Service?

How and why are they being let off the hook when facts are already available as early as 1995 certain foreign terrorists were indeed planning to hijack planes filled with fuel or explosives and crash them into specific targets like the Pentagon. All of these questions are valid, but what about the government's main responsibility, defending its citizens? Even if they didn't know the specifics, once the attacks began, why didn't the FAA, civilian authorities or the military react or respond appropriately? Why were long standing defense protocols ignored or called off? What did the FAA do to alert the military four airliners were off course? Why weren't Air Force fighters dispatched to intercept the jetliners and get a visual read on the situation to help determine the next course of action? Why isn't anyone in the media asking these types of questions?

Either Bush didn't know because the whole US intelligence community was asleep on the job or there is something fishy going on. Either way, shouldn't more politicians other than Cynthia McKinney be calling for bipartisan wide scale investigations? Since they aren't, doesn't that make you wonder, what the hell is going on?

GOVERNMENT WILL EASE LIMITS ON DOMESTIC SPYING BY F.B.I.

WASHINGTON, May 29 - As part of a sweeping effort to transform the F.B.I. into a domestic terrorism prevention agency, Attorney General John Ashcroft has decided to relax restrictions on the bureau's ability to conduct domestic spying in counter-terrorism operations, senior government officials said today.

Mr. Ashcroft and Robert S. Mueller III, the director of the Federal Bureau of Investigation, plan to announce on Thursday a broad loosening of the guidelines that restrict the surveillance of religious and political organizations, the officials said. The guidelines were adopted after disclosures of domestic F.B.I. spying under the old Cointelpro program, and for 25 years they have been among the most fundamental limits on the bureau's conduct.

The revision will shift the power to initiate counter-terrorism inquiries from headquarters to the special agents in charge of the 56 field offices, the officials said.

"We are turning the ship 180 degrees from prosecution of crimes as our main focus to the prevention of terrorist acts," a senior Justice Department official said tonight. "We want to make sure that we do everything possible to stop the terrorists before they can kill innocent Americans, everything within the bounds of the Constitution and federal law."

Officials at the American Civil Liberties Union criticized the new guidelines, saying they represent another step by the Bush administration to roll back civil-liberties protections in the name of improving counter-terrorism measures.

"These new guidelines say to the American people that you no longer have to be doing something wrong in order to get that F.B.I. knock at your door," Laura W. Murphy, director of the national office of the A.C.L.U., said. "The government is rewarding failure. It seems when the F.B.I. fails, the response by the Bush administration is to give the bureau new powers, as opposed to seriously look at why the intelligence and law enforcement failures occurred."

Under the old guidelines, agents needed to show that they had probable cause or information from an informer that crimes were being committed to begin counter-terrorism investigations. Under the new guidelines, agents will be free to search for leads or clues to terrorist activities in public databases or on the Internet.

Under the old guidelines, surfing the Internet for the sole purpose of developing leads was prohibited.

Among other changes, the new guidelines let agents search Web sites and online chat rooms for evidence of terrorists' planning or other criminal activities, the officials said.

The bureau will also use commercial "data-mining services" from companies that collect, organize and analyze marketing and demographic information from the Internet to help develop leads on potential crimes like threats to the security of computer networks. Businesses routinely use the information, but the bureau has been constrained from using those services.

The guidelines were imposed in the 1970's after the disclosures about Cointelpro, a widespread domestic surveillance program that monitored antiwar militants, the Ku Klux Klan and the Rev. Dr. Martin Luther King Jr., among others, while J. Edgar Hoover was bureau director.

Beyond the reports of the spying, a political firestorm arose over what many critics regarded as the abuse of power. The surveillance guidelines have since then defined the operational conduct of the bureau in inquiries of domestic and overseas groups that operate in the United States.

Since Sept. 11, the guidelines have been criticized by many law enforcement officials as an outmoded counter-terrorism tool that hampered efforts.

A senior agent in the Minneapolis office, Coleen Rowley, complained on May 21, in a letter to Mr. Mueller that officials at headquarters had repeatedly held back agents in the field office who sought to investigate Zacarias Moussaoui aggressively in the four weeks before Sept. 11.

Senior officials said today that Mr. Ashcroft's new guidelines addressed some of Ms. Rowley's complaints. Ms. Rowley, general counsel in the Minneapolis office, also complained that agents there had no idea that an agent in Phoenix wrote in a memorandum to headquarters in July that Arab men, possibly connected to Osama bin Laden, had trained at a flight school in Arizona.

Under the new guidelines, field offices will no longer have to await approval for intelligence investigations from headquarters. Headquarters would often take weeks or even months before deciding whether an inquiry was warranted.

Instead, the field offices could begin counter-terrorism inquiries themselves. Inquiries can last from 180 days to one year before being reviewed by senior officials.

"Agent Rowley's concerns are thoroughly addressed in the F.B.I. reorganization and the attorney general's guidelines," a senior official said tonight. "We are devolving power to begin and conduct investigations to the field offices and freeing their hands to do everything possible within the bounds of the Constitution and federal law to protect us from terrorists."

Under the current guidelines, the bureau cannot send undercover agents to investigate groups that gather at places like mosques or churches unless investigators first find probable cause or evidence that leads them to believe that someone in the group may have broken the law. Such full investigations cannot proceed without the attorney general's consent.

Many investigators have complained since Sept. 11, that Islamic militants have sometimes met at mosques, apparently knowing that religious institutions are usually off limits to F.B.I. surveillance squads.

A lawyer at the American Civil Liberties Union, Gregory T. Nojeim, predicted that the new guidelines would cause a flood of new information that the bureau will have trouble analyzing.

"The problem with the 9/11 investigation was a failure to analyze and act on relevant information," Mr. Nojeim said. "And their solution is to gather exponentially more information that they have no possible way to properly analyze."

A senior official at the Justice Department dismissed that criticism. "Under the new rules," the official said, "we allow the field to conduct the investigations and we will give headquarters the ability to analyze the information. No longer will there be disparate pieces of information floating around in isolation in different parts of the country. Now you will have a much greater ability to connect those dots."

New Justice Department guidelines to be unveiled today will give FBI agents latitude to monitor Internet sites, libraries and religious institutions without first having to offer evidence of potential criminal activity, officials said yesterday.

The changes, part of the Justice Department's effort to mount a proactive war on terror, will mark a significant change for the FBI. While agents have been permitted in the past to conduct such surveillance if they had specific information, they have been loath to do so because of confusion about what was actually permitted, law enforcement officials said.

Justice Department and FBI officials said the guidelines will remove serious barriers to the prevention of terrorism. "The concern is when we're confronted with people like [Zacarias] Moussaoui, or even some of the hijackers, who are known to spend
substantial periods of time in mosques or other similar situations, it is very difficult to find out what they're up to," said one senior law enforcement official.

Terrorist organizations operating in this country have sometimes used mosques as recruiting grounds and gathering places. Sheik Omar Abdel Rahman, the blind Egyptian cleric now imprisoned for his role in the 1993 attack on the World Trade Center, built a radical following with links to al Qaeda while preaching at mosques in Brooklyn and Jersey City, for example.

But as word of the new guidelines circulated yesterday, some civil liberties groups expressed fears of a Big Brother government monitoring its citizens.

"The FBI is now telling the American people, 'You no longer have to do anything unlawful in order to get that knock on the door,'" said Laura Murphy, director of the American Civil Liberties Union's Washington office. "You can be doing a perfectly legal
activity like worshipping or talking in a chat room, they can spy on you anyway."

The new guidelines state simply that FBI agents may enter public places and forums, including publicly accessible Internet sites, to observe, develop leads and investigate. The guidelines do not specifically mention religious institutions, but a senior Justice Department official said last night that the impact of the changes will be dramatic in allowing the FBI to open a window on extremist activity in mosques.

"These are open places," he said. Now, "just because they are FBI agents, they don't have to turn a blind eye to activities visible to other people."

Under guidelines that have been in place for several decades, the FBI has not been permitted to send investigators into religious settings unless the agents can establish they are following a lead, or conducting an investigation or preliminary inquiry. As a practical matter, the Justice Department official said, "agents mistakenly think they have to stop at the church door."

In a written description of the guideline changes made available yesterday, Attorney General John D. Ashcroft stated that the department needs to be able to "proactively draw on available sources of information to identify terrorist threats and activities." In the past, he said, the FBI has been a reactive body, and the guidelines "generally barred the FBI from taking the initiative unless leads as to possible criminal activity or even more substantial evidence of crimes happened to come to the FBI from external sources."

The new rules will allow agents to surf the Internet for Web sites that might give hints to terrorist activity, according to the description. The new guidelines will allow investigators to seek out and "identify sites and forums in which bomb-making instructions, preparations for cyberterrorism, child pornography, and stolen credit card information are openly traded and disseminated."

Under the existing policy, agents could pursue online searches only when they could characterize them as checking leads or otherwise furthering an ongoing investigation.

"Pure surfing or searching for the purpose of initially developing leads was not allowed, even in relation to publicly available information that anyone else is free to access and observe," according to the new policy statement.

Agents will also be permitted to do topical research not directly related to a specific crime under the new guidelines, such as research on a biological agent.

The ACLU's Murphy said, however, that the new guidelines could open the door to the same kind of problems evident in the FBI's aggressive surveillance and harassment of the Rev. Martin Luther King Jr.

Several other aspects of the new guidelines, disclosed earlier this week, will move some decision-making authority from FBI headquarters to field offices around the country. FBI Director Robert S. Mueller III acknowledged yesterday that changes must
be made to counter bureaucratic inertia at headquarters that led to missed clues in the Sept. 11 attacks.

Under the new guidelines, field office directors will be allowed to launch terrorism investigations and undercover probes without clearance from headquarters.

The guidelines are an outgrowth of privacy laws that prohibit the government from collecting information except for law enforcement purposes. In the past, the government developed information on specific cases but now needs broader intelligence to prevent
terrorist acts.

Two House Democrats are struggling to win renomination this year, dogged in part by their controversial remarks on Middle East policy.

Reps. Earl F. Hilliard (Ala.) and Cynthia McKinney (Ga.) face surprisingly stiff challenges from fellow Democrats, even though both are entrenched, five-term incumbents. They represent heavily Democratic districts, so the primary winner in each case will be favored to win the November general election.

While Hilliard and McKinney have come under attack for several reasons, both of their opponents have seized on their foreign policy positions to question the lawmakers' judgment and to tap campaign contributions from Jewish donors. McKinney, facing an Aug. 20 primary, has not endured a serious intra-party contest since 1996. But she generated headlines after the Sept. 11 terrorist attacks by offering to accept for black charities the donation offered for the victims by a Saudi prince who at the same time said the United States should reexamine its strongly pro-Israel Middle East policy. Several months later she suggested Congress investigate whether the administration ignored warnings about the Sept. 11 attacks because President Bush's supporters stood to profit from the resulting war against terrorism. For Todd Zeldin, a marketing and real estate consultant who lives just outside McKinney's district, the congresswoman's unsuccessful overture to Prince Alwaleed bin Talal for the donation rebuffed by New York Mayor Rudolph W. Giuliani pushed him into action. Zeldin has invited McKinney's Democratic opponent, former state court judge Denise Majette, to address Jewish and black business executives next week. McKinney and Majette are black, as are Hilliard and his Democratic challenger, Artur Davis.

"The Jewish community is basically rallying behind [Majette] because we don't understand the behavior of Cynthia McKinney at times," said Zeldin, who has given money to Majette's campaign. "There has been an overall exasperation with Cynthia McKinney's insensitivity to issues that are important to the Jewish community."

Majette still trails McKinney in fundraising. But her campaign has enlisted the support of several prominent Jewish business executives, and she is holding two fundraisers with Jewish donors next week. Last week Bernard Marcus, former chief executive officer of Home Depot, was joined by Majette as they worked the crowd at an event to raise money for Israeli organizations. Charles Ackerman, who runs a real estate and home security business in Atlanta, raised nearly $15,000 for Majette at a May breakfast.

According to Majette, the district's Jewish voters "feel as if they're not being represented. That community is excited about having someone who will listen to them and take a more balanced approach to issues that concern them." Majette released a privately commissioned poll showing her beating McKinney among likely primary voters 41 percent to 37 percent, despite the fact that only 28 percent of those polled recognized the challenger's name. "It's a referendum on Cynthia McKinney," said Merle Black, a politics professor at Emory University in Atlanta. "She'll have to work to win reelection."

McKinney has time to make up ground before the August primary, however, and she has proved her electability in the past. A statement by her campaign emphasized that Majette's poll was taken in early May, before a string of stories appeared suggesting the Bush administration mishandled advance warnings of possible terrorist attacks last year.

"Denise Majette's candidacy is a Trojan Horse for the good old boys from the bad old days, and our campaign has confidence that the people of the 4^th District, black and white, will continue to support Cynthia McKinney's principled and courageous representation," the statement said. In Alabama, Hilliard faces a more immediate threat: a June 25 runoff with Davis, a lawyer. Davis, who attended the American Israel Public Affairs Committee's annual conference in Washington this spring and held a series of fundraisers in New York, outraised Hilliard by more than $20,000 and managed to win 44 percent of the vote in Tuesday's primary. Hilliard received 45 percent. Two years ago, Hilliard beat Davis by 24 percentage points, despite controversy concerning the congressman's trip to Libya in 1997 and a House ethics committee probe of his campaign finances. This year, Davis launched an extensive television ad campaign publicizing those matters. "We managed to get that message out this time," Davis said in an interview yesterday. "Obviously, being on television was a major advantage."

The source of Davis's financial support became a campaign issue a few weeks ago when an anonymous flier titled "Davis and the Jews" began circulating in the district. Each side has accused the other of producing the inflammatory missive. While the Middle East issue has provided Davis and Majette with a potent fundraising tool, both challengers say their opponents deserve to lose primarily because of poor constituent service.

"When it comes to challenging an incumbent, that person's record is the issue," said Davis, who accused Hilliard of "10 years of failure" in Congress.

The FBI has been under fire in the media lately and the operative phrase here is "under fire in the media". Unfortunately the corporate owned media is the primary source of most people's view of reality. The masses don't own, control or have real access to the media. The media is perceived by the people as this omniscient entity that mirrors our world in an "objective and unbiased" way. Nothing could be further from the truth. The media is anything but objective or unbiased. For the most part it reflects the values and views of the super rich and ruling elites, not so much their values; but the ideas, opinions and values they want the masses to hold. The ruling elites promote white supremacy and their notion they have an absolute right to rule the world are the main values disseminated by/in the mass media. Recently CBS (a network long infiltrated and extremely cozy with the CIA) broke the story President Bush was briefed about possible terrorist attacks on key US buildings prior to September 11th. Now the Bush administration is scurrying around attempting to do damage control and the FBI is being scapegoated by the media as the agency that dropped the ball on 9-11.

Why is the FBI the only agency taking the heat? Because Joe and Jane Sixpack are generally uninformed or deliberately misinformed about what really goes on under the aegises of the government. Because of television and movies, we think the FBI is this great crime fighting catch-all agency.

Not so. The FBI has a very precise role and function; investigating international terrorists especially those created, cultivated or aided by the CIA is not one of them! We are in a major transition in AmeriKKKa. AmeriKKKa has steadily moved from a nominal republican form of government to an oligarchal dictatorship.

For a dictatorship to survive it must control the masses with a secret police, death squads or terrorists arms of the military and by brainwashing. This move to beef up and transform the FBI could be the first steps in the creation of an official AmeriKKKan secret police. Granted, the FBI has performed some of the functions of a terrorist/fascist police organization under J. Edgar Hoover and those that ollowed him for years but the abuses weren't designed to be applied to the whole US population. Now we must stop and take a serious look at what is going on and why the FBI is being overhauled. According to the media party line, the FBI is being taken to the proverbial woodshed because of lapses leading to the 9-11 debacle. September 11th according to the government and the media was an attack on AmeriKKKa by international terrorists?!

While the FBI does a lot of things, some good, others not so good, like COINTELPRO and Operation CHAOS this move by Bush and Co. should send up immediate warning flags, especially in our communities. The current media disinformation campaign is designed to make us think the FBI dropped the ball on 9-11 but we need to realize the FBI is not an intelligence gathering agency, especially when it comes to international terrorists. So what is the deal here?

Like the so called PATRIOT Anti-Terrorism Act, Ashcroft's actions will open the door for more domestic abuses of power by the US government. This move by Bush and Co. is alarming because at worst they are admitting we aren't safe, and fear is a very potent weapon to manipulate a population to do things or approve measures they normally wouldn't think of doing.

Secondly if the best predictor of current and future behavior is past behavior, then past abuses by the FBI should give pause for all of us to say, hey wait a minute not so fast here! Lastly, what about the other intelligence/espionage agencies whose job it is to supply information about other foreign powers, our potential adversaries, terrorists and those who wish us harm? Why haven't they been called on the carpet for their failures leading up to 9-11?! Why have agencies like the Defense Intelligence Agency and the National Security Agency a super secret high-tech, eavesdropping agency been asked what they knew especially since they have global satellite and electronic spying, eavesdropping and analysis capabilities? What are they doing with all the untold billions of dollars of US taxpayer money and all that data they collect, if they can't supply information when its needed the most?! If all that money didn't help on 9-11 what makes us think revamping an already discredited organization is going to improve the situation? Worst case scenario, what if there was foreknowledge by these agencies (DIA, NSA, CIA , INS, FBI, FAA etc.) why didn't they do anything to prevent it? Making Big Brother larger and more powerful and taking away the security and the protections of the citizenry is certainly not the solution.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President ,Congress cannot review the action for six months.

RACIAL DISCORD IN A MARYLAND TOWN

June 23, 2002

In the small town of Damascus, at the northernmost edge of Montgomery County, a white youth drove through the streets last week waving a red-and-blue Confederate flag. When police officers confronted his mother, she said she saw nothing wrong with it.

The incident -- waving what to many African Americans is an incendiary symbol of subjugation -- occurred as three white teenagers and one Asian youth from Damascus High School are facing juvenile court charges in the beating of a black freshman earlier this year. Prosecutors say the youths stomped the freshman as a mob of whites screamed racial slurs.

Judge Dennis M. McHugh, in a dramatic court speech Wednesday, called the teenagers cowards and said their behavior was "animalistic." He ordered one who pleaded guilty to be held in juvenile detention until his sentencing next month. Another youth, who was initially charged with a hate crime that was recently dropped, also has pleaded guilty to assault. Two additional trials are set for this week. All four students, ages 15 to 17, have been expelled.

"This is all very troubling," said State's Attorney Douglas M. Gansler. "This isn't the Deep South in the '60s. It's progressive Montgomery County in the 21st century."

The January fight has deeply divided the once rural, once all-white community, causing long-simmering racial tensions to erupt and forcing the town to confront its reputation for being hostile to outsiders and minorities.

"When people think of Damascus, they think of cows, football and racism," Damascus student body president Kim McGuire, who describes herself as half Hispanic, said matter-of-factly over a chocolate and vanilla swirl at the town's summer teen hangout, Jimmie Cone. "This is a really caring community where a small group has problems."

Still, McGuire acknowledged that many students in the school, where 84 percent are white, are unaccustomed to minorities. "When we put on a Black History Month program, the basic reaction I heard was, 'What about white history month?'"

The troubles began in the fall, when a group of ninth-grade African American youths and a group of white 10th-graders fought a war of racially charged slurs.

School counselors, peer mediators, facilitators from the police department and private conflict resolution groups tried and failed to get the two groups and their parents to ease tensions. Prosecutors held a racial tolerance workshop in December. And students held a Racism SpeakOut, after a survey found that 90 percent of African American and 70 percent of white students felt racial hostility at the school.

"This year, nothing we did could create a peace," said Principal Bob Bastress, who is leaving the school to work in the school district's central office. "The parents blamed the other kids. They never accepted responsibility for their own children's behavior."

Facilitators from the Justice Department, after meeting with 35 students in the spring, issued a report in which students said that racial slurs were used frequently in the halls and that minority students felt unwelcome on sports teams and in honors classes.

This year, the boys varsity basketball team is all white; Coach Pat Cook said two African American youths wanted to join but did not show up for the first day of tryouts. A glance through the yearbook, at activity after activity, reveals only white faces. There is one club, Development of Character and Careers, whose faces are mostly African American. It's known as "The Black Club."

"The cheerleaders hang with the cheerleaders, the jocks with the jocks, the bangers with the bangers, the blacks with the blacks, and the Indians go to class," said Tristen Bryant, an African American. "You stay with your race. That's where you feel comfortable."

Indeed, some black students said that mixing with other groups was what got Jonah Meredith, 15, into trouble in January after only three weeks at the school. He had white friends. He sat with a mixed group in the cafeteria. On the day of the attack, Jonah was walking in the Weis shopping center parking lot across from school with his white friend Jacob Hiner. Prosecutors say a white youth picked a fight with Jonah and then a group attacked him. Jonah suffered cuts and bruises.

One boy called Jacob a "nigger lover" the day after the fight and was slapped with the hate crime charge. It was dropped after Jacob said he wasn't sure who said it.

In the deeply divided community, some see the January fight clearly as a racial assault.

"The point is, where have you learned to hate that intensely?" said Jonah's mother, Adilah Meredith-Kirton. "My son could have been killed."

Others say it was a personal fight between two teenagers that got out of hand and that prosecutors overreacted.

"I feel they've been on a witch hunt," said one white mother, who spoke on condition of anonymity and whose son, although not charged in the attack, has since dropped out of school.

Prosecutor Alex Foster said the parents' behavior in court last week indicated their disdain.

"The parents of the boys being charged were rolling their eyes, sighing and acting like we were lunatics for treating this as a serious case," Foster said. "With juveniles, you expect that. But to see parents encouraging the denial, no wonder there are problems up there."

Until recently, Damascus remained largely insulated from the racial integration that swept through cities 30 years ago. The bucolic drive on rural Route 27 into the small town of about 9,000 winds past corn and alfalfa fields, tractor dealers, shuttered barns and green pastures where the occasional Holstein cow switches her tail.

Twenty years ago, Future Farmers of America and 4H were popular clubs. Just last year, seniors turned pigs loose in the high school hallways as a prank. It is a town where everyone knows everyone, and where Friday night football games are the social highlight of the week.

But the pastoral scene is changing. Townhouses and boxy housing developments now line the country roads. Bulldozers clearing land show more development on its way.

With the growth has come diversity. In 1989, there were only 37 black students at the high school. Now, as the crowded school bursts at the seams, about 300 of the 1,900 students are members of minority groups.

"This is a community that was predominantly white for so long," said Phyllis Bryant, the NAACP parent representative for Damascus High. "And they're having to deal with diversity at a fast, fast rate."

To Bryant, the biggest problem is not blatant racism but that many people simply don't know how to deal with minorities. "I don't take everything people say to me as racist," she said. "Some of it is they're just ignorant of me and my culture."

Some longtime community members say there are no racial problems -- only problems of perception.

"I don't see it," said Peg Stone, a white woman who heads the Damascus Alliance, a community booster club.

Still, the racial hostilities have forced some soul-searching and prompted some changes. The school hired its first African American security guard, after black students said they felt they were constantly under watch.

Students formed an advisory council to discuss racial tension with administrators. Next year, some teachers, such as Karyn Lacroix, are going to assign seats.

"We as a staff have to take on the responsibility of mixing students socially," Lacroix said, "because they're not going to do it on their own."

Community members, chastened by events, are forming study circles to come together and talk.

"I was naive. I thought there was no problem," said Renee Mullen, the Damascus PTA president. "The study circle has really made us aware that there are. As sad as this year has been, we're doing everything we can to increase tolerance."

Sitting in the large country kitchen in his home off a winding country lane, Jonah Meredith says he has no anger about the January attack. But it surprised him.

"I expected to encounter this when I got older, applying for jobs and stuff," he said. "But not now."

Jonah, whose parents don't allow him to go into Damascus or even to the mailbox, now takes a long bus ride to a more diverse school. He says he's much happier. But he has made no new white friends.

"If you bite an apple and find a worm, you take a break from apples," he said quietly. When asked whether he'd ever be friends with whites again, he paused.

"I don't know," he said, staring out the window of the house he's forbidden to leave.

I/we overstand your frustration at the apathy which does exist in the African Community globally. Not only on the issue of Aids but many, many issues which confront and cause us pain, suffering, death and destruction. The European global community which is responsible for the Trans Atlantic Slave Trade, who created the Eugenics movement, who engineered Global Capitalist oppression, who suppress the truth and miseducate all people, produce global terrorism all over the world, practice institutional racism and the violation of basic human rights, as well as civil rights, who disrespect to the the global environment, who use mind control and evil propaganda, continue the exploitation of cultures of the world, and yes creators of the Aids (HIV) virus and genocidal attack. Where are all the so called human rights advocate white folks and their support for your cause and efforts.

We Africans will deal with our own problems and we don't need those whom proclaim to follow the legacy of John Brown to speak for us nor our future. It is OK for you to speak truth and share facts, but don't tell us as your white oppressive white brothers and sisters have done for over 400 years how to conduct and re-awaken our people and community to it's traditional greatness. BLACK LIKE ME

Why don't you want to be black like me? I had to take a couple of days to regroup and respond after reading an article last year in the Washington Post about young Jamaican girls wanting to be white. As a black person and a parent, I was mortified that we are producing offspring that want to look white. Where did we as a people fail? What happened to "Say it loud, I'm Black and I'm proud"?

Let me say first, that we have failed to instill in our youth their connection to being the original people on this planet. By doing this we have opened the door for some other people to establish what looks good and what looks bad. We tell our youth to get their teeth straightened we tell them to perm their hair, and we tell them that they are fat. We allow them white heroes and sheroes. We even teach them that white people are going to save us. Our silence about our greatness is reducing us to a second class status that we do not need to reinforce.

What we are really telling our children, is that they are not acceptable the way they are. By making wholesale changes to eyes, teeth, hair and skin etc., they think that they fit the mold of beauty established by some new to the planet people. The airwaves are full of white people living glamorously with straight teeth, straight hair and skinny bodies. This is a deceptive way to influence our perception of beauty. Our real beauty is defined by our sisters that won't let European culture define their existence here in amerika.

We collectively need to start to teach our very young about real beauty not bought beauty.

To want to be like anyone other than who you are is a learned behavior. It is an abomination to the creative process. This entire generation of youth is suffering from low self-esteem taught to them by parents suffering from low or no self-esteem. When these kids look in the mirror and don't love who they see, we as black people are in trouble. It signifies that we have not been doing our jobs as parents. Usually when these same kids don't feel good about themselves they start to exhibit self- destructive behavior like trying to be someone else.

What could be worse than a child looking in a mirror and not wanting to be themselves? It will certainly lead our youth on the path to cosmetic changes and or alterations of the mind and body. An attempt to change the outside is a sure sign that an attempt will be made to change the inside. These negative feelings must be dealt with. This will most likely take place with the use of some mind-altering drugs or alcohol. As you can see when our youth don't feel good about themselves the
problems will follow. We must not allow for other people’s thoughts and ideas about beauty and lifestyle to mislead us into rearing a child that wants to be someone else. Our children’s uniqueness should not be over looked for one minute as they are looking around trying to fit in.

We must not teach our youth to hate white people, but instead, we must teach them to love their being Black. Children who are taught to love who they are will usually avoid the self destructive behavior mentioned here. How can our kids learn to love themselves for who they are? We can show them from birth how great we as Black people are. What example can we give them to follow? For the answer we all need to look in the mirror. Say it loud, we are Black and we are proud.

US GETS FAILING GRADE ON AMNESTY REPORT CARD

Whether willingly or unwittingly, Americans have begun to sacrifice many of the rights they took for granted prior to Sept. 11. Privacy. Due process. Dissent. Yet the annual Error! Bookmark not defined. released this week suggests the greatest casualty of Sept. 11 and the Bush Administration's subsequent war on terrorism may be credibility.

As a moral authority, the US can no longer rightfully wag a finger at human rights abusers around the world. "The year 2001 witnessed a direct challenge to long-accepted human rights standards by the very governments that campaigned for their establishment," the report notes. The most glaring "challenge" in the report involves the US military breaching the rules of war in Afghanistan. On December 29, a UN spokesperson said that relatives identified 52 bodies, including 25 children, killed in the US bombing of a village near the eastern town of Gardez.

The 300-page report, covering events of 2001, enumerates the executions, disappearances, torture, unlawful arrests and abuses, and lesser offenses committed by governments around the world. It also offers a brief summary of good news from 2001 including pardons, commutations, and the release of prisoners of conscience.

The report alleges that the US government overlooked international human rights violations for the sake of increased national security. In order to form a coalition against terror, the US refrained from criticizing repressive regimes, and silently consented to the abuses of its allies, including Singapore, Pakistan, Uzbekistan, Kyrgyzstan, India, and Malaysia.

"The horrific events of 11 September were a crime against humanity that shocked and changed the world. However, a number of governments jumped on the 'anti-terrorism' bandwagon and seized the moment to step up repression, undermine human rights protections and stifle political dissent," the report says.

According to an Agence France Presse review of the Amnesty report, coalition governments after Sept. 11 "rushed through repressive new laws, increased the role of the military and promoted a pernicious climate of racism in the name of security." The US and Britain created new legislation "defining new crimes, banning organizations and freezing their assets, curbing civil rights, and reducing safeguards against violations."

A chart titled Error! Bookmark not defined. notes the use of military tribunals and secret trials and the mistreatment and indefinite detention of immigrants being investigated in connection with the 9/11 terrorist attacks. Among the general "failings" unrelated to Sept. 11, the report charges the US with offering safe haven to torturers, mistreating asylum seekers, and exporting tools for torture to other nations. It goes on to say "the actions of the US government provide a de facto green light for other nations to ignore fundamental human rights standards."

"The US government needs to recognize that its own record cannot be compromised . . . if it intends to remain a global leader on human rights," Amnesty USA Executive Director William F. Shulz told the Washington Post. The London-based organization anticipates some backlash over the report in the US. "Amnesty is used to not being popular," he said.

While turning a blind eye to others, the US may be covering for its own violations. The US State Department website reports on prison conditions for each country. According to Sohail Mohammed, an immigration attorney representing some of the INS detainees swept up in connection with Sept. 11, "The sections on secret detention in the 2001 report have been removed. Just compare 2000 and 2001," he said. "Take any country. Take Egypt. Information that has not changed for years is now reflecting a change. Conditions such as what we’re imposing on our detainees -- those are the sections that have been modified. You don’t want other countries to be saying, 'how come you don’t practice what you preach?'"

Among other key human rights developments globally, the report notes that there are more refugees and less mercy for asylum seekers. Amnesty also spotlights the unlawful killings and torture by the IDC and Palestinian resistance groups in Israel and the Occupied Territories. More than 460 Palestinians were killed by Israeli security forces and 187 Israelis were killed by armed Palestinians.

In one of the more alarming statistics, the report cites that 3048 persons were executed in 31 countries in 2001 and 2468 of that total were killed in China, including many for non-violent crimes such as "bribery, pimping, embezzlement, tax fraud, selling harmful foods, and drug offences."

You know my sisters and brothers the Black Afrikan nation is a very divided and confused nation and it is that division and confusion that have us in the mental and physical condition we find ourselves in today. It is very obvious that the Blacks in america have lost our way in america and such a lost now prevents us from clearly understanding our obligation to the Black Afrikan Nation. Yes, I speak of those who are the great intellectuals down to the brothers and sisters who are being given an inadequate education, on down to those sisters and brothers on the street who no longer desire to make the best of their Black lives anymore.

There is not one of us who is better off than the other in america, the only difference is that some of us are very good at covering up the effect the Evil Ghost of Slavery still holds on us, as we go through our make shift and make believe lives in america. It is an established fact that when a woman is with child she has to be very careful of how she conducts herself, by being careful of what she eats, her hygiene, and most importantly, what she thinks, which determine how she will behave. Now all of these factors have a direct affect on the child she is caring and will determine in many ways how well rounded both physical and mental the child will be. In other word, what I am saying is that while the baby is still in the womb, it is being shaped into the type of child it will be, both physically, soulfully and spiritually and the process continues after the child is born, because then the outside environment takes over the molding and conditioning of the child but the important thing here is the type of foundation that was laid for the child before the birth of the child, which now bring me to my point.

There are those Blacks in america, descendants of our Enslaved Ancestors who have no desire to try and be anything else but a Black White american, and they strongly dislike the fact that the badge they carry will always be there to remind them of where they came from. And that badge is their Black pigment and many of us set out to attack it by trying to elude it by cross breeding as we condition ourselves to the fallacy that Race does not matter. How foolish and pitiful have we become.

The first thing the white man did after bringing us into captivity was to separate and stratify us: some he took into the big house, some he put into the field house, and some he had to keep chained and bound. And there my brothers and sister was the beginning of the physical and mental conditioning that now haunts us to this day and explains why it is the descendants who are so diverse in their thinking toward the very people who have meant us nothing but pain, suffering and death, both physical and Soulfully -Spiritually. Those of you who might have doubt about what I am telling you, then I invite you to confer with Dr. Nathan Hare and / or Mrs. Hare, because I know that which I speak is true and I know that which I speak extend some time way beyond those who should know.

Yes my brothers and sisters, we to this day carry the dirty genetic residue of Chattel Slavery to this day and some is more pronounced than others, depending on out of whose loins we descended in according to our Enslaved Class and conditioning. So the question is, can the damage be reversed and my answer is not all, because many of us will opt to remain in a state of Enslaved denial and will refuse the care for debriefing. You see my dear ones, the only way to get a civilized being to submit to the harsh condition of Chattel Slavery you must be able to get inside of the mind and reorganize it to fit what you have in store for it and it become a continue mental conditioning process which construct an acceptable behavior that will harmonize with the environment now being exposed.

Therefore such a mental conditioning is passed on to the next generation of those who are not Enslaved and they will take on the persona of the parent and Environment they have been exposed to even before birth. The BlackAfrikan in america who are here by way of the Middle Passage must be willing to go through a Soulfully -Spiritually debriefing before we can fully appreciate the fact of who we are and where we actually came from and learn all over again that things do not happen by chance or accident, for All Things Are Governed By A Process of Laws be they Man or Universal. All things happen for a reason and we must master the knowledge of the Enslaved Middle Passage Journey and accept the fact that many members of the Black Afrikan Nation will not be able to find their way back to themselves and are forever lost and you should know that tree by the fruit it bears, which is, for the descendants of our Enslaved Ancestors, Black Nationalism/ Pan - Afrikanism, True Black Afrikan Ancient Primeval Theology, Reparation / Repatriation and The Reunification of the Black Afrikan Nation.

The Time Is Now, whereby, we must finally shake the Evil Ghost Of Chattel Slavery Which Still Rides The Back Of The The Descendants Of Our Enslaved Ancestors, thus having a devastating affect upon the Black Afrikan Nation.
